The sea-rail combined transport has a history of more than 50 years. The proportion of China-Iceland combined transport in mature international ports often accounts for 20% to 40%. Taking Dalian as an example, Dalian Port ranked first in the national sea-rail combined transport with 349,000 TEU (International Standard Box Unit) in 2015, but it only accounted for 3.75% compared with the total container throughput of 9.301 million TEU.

 

In fact, the development of railway transportation in container shipping is relatively lagging. Although the cargo of boxed goods exceeds 10%, the actual packaging is only about 2-3% of the container transportation, and the proportion of railway freight volume is relatively low. The proportion of railway container turnover to the total turnover of railway freight transportation does not exceed 5%.

 

In the Medium and Long-term Development Plan for Logistics Industry (2014-2020) issued by the State Council, the first key project is the multimodal transport project. Among them, sea-rail combined transport is the most efficient way of logistics organization. Compared with the public water transport, only from the cost considerations, under normal circumstances, sea-rail combined transport can save about 30% compared with the public water transport. Especially in the "21st Century Maritime Silk Road" under the national "One Belt, One Road" strategy, on the one hand, the export-oriented export processing economy is dominant, and on the other hand, it is hoped to enhance the line along the China and Maritime Silk Road through maritime transport channels. With the country's trade intercommunication, the initiative of China's economic complementarity and exchange with other countries is more urgent, and thus the demand for international logistics based on shipping is greater.

The space for enterprises to obtain profits from traditional production links and sales links is getting smaller and smaller, and the circulation link has become the main source of profit. Multimodal transport, especially container multimodal transport, has outstanding advantages in terms of time, cost and efficiency. It has become the most advanced, efficient, systematic and important transportation organization, and sea-rail transportation is the main link.
